STROUD TOWNSHIP, MONROE COUNTY -- 45-year-old Wendy Kresge and her 73-year-old mother, Judy, lived at 1016 Ehler Street. Both had trouble getting around. Judy couldn't get out of her bedroom and called police on Christmas Eve, after she called for her daughter but got no response. Police found Wendy, who weighed 600 pounds, dead in her bedroom.

"I was a little surprised, because she was so young," said their neighbor, Della Edwards, whose sons went to school with Wendy.

Police found more than 50 birds -- some of them dead -- inside the trailer. The PSPCA took them away. The Kresges' next-door neighbor says she called authorities over the summer when a strong odor came from the house.

"We called the animal department and health department and they'd come out, but I think there was something different they could've done to help them," said Melanie Ackerman. "They were very good people, and they just needed a little help."

"We'd have to have a legal, legitimate reason to be there," said Lt. Brian Kimmons of the Stroud Township Police. "We can't just barge in through the door based on somebody's say-so."

He says the police and zoning office offered to help move the Kresges before, but they refused. Zoning officer Daryl Eppley says the township's ordinance doesn't specify a maximum number of pets allowed in a home. But Eppley and police think the Kresges' case will change that, with the PSPCA's help.

"I think they'd probably be able to provide valuable information to any kind of adoption of a resolution or amendment to an existing ordinance," added Lt. Kimmons.

But Ackerman says it's too little, too late.

"If the health dept or animal control would've gotten to them sooner, this could've been different," she said.

While authorities say bird feces inside the trailer could've led to respiratory problems, it's not known if that played a role in Wendy Kresge's death.

The home has been condemned, and Judy Kresge has been moved to an assisted living area.
