Williamsport, Lycoming County-

Williamsport police have made an arrest following a shooting in broad daylight on Monday.

Andrew Monroe, who goes by the street name "Face," was arrested late Tuesday night. His victim identified Monroe from a photo lineup while being treated for his injuries at Williamsport Hospital.

According to police, Monroe was riding in the back seat of a car driven by Harry Thomas Monday afternoon.

When they got to an apartment on Memorial Avenue, Monroe pulled a gun and demanded Thomas' money. A struggle followed. That's when police say Monroe shot Thomas in the chest.

Williamsport Police Captain Raymond Kontz explained, "The victim accelerated while the vehicle was in reverse, backed all the way across, hit a playground that is in that particular complex, before crashing into a residence there."

Thankfully, no one else was injured in the crash.

Monroe and Harris continued to struggle for the gun. Eventually, Monroe tried to steal the car, but crashed into a fire hydrant before running away.

Harris underwent emergency surgery at Williamsport Hospital before identifying his attacker to city police.

Kontz noted, "Once we obtained a warrant for his arrest, we had gotten officers together to check several locations here in the city of Williamsport."

Kontz says the assistance of State Police was instrumental in capturing Monroe. He also noted that the Lycoming County Housing Authority is finding temporary shelter for the residents left homeless by the crash.

Andrew Monroe is locked up in Lycoming County Prison on $500,000 bail. A preliminary hearing will be scheduled as soon as the victim, Harry Thomas, is able to testify.
