ASHLEY, LUZERNE COUNTY- Tenants at 88 N. Main Street are furious with the situation they find themselves in. Thomas Longfoot says his apartment lacked heat all winter, alleging the landlord failed to make payments on the utility bill.

Then it was the water.

Shutoff notices started appearing, according to Longfoot. He said he made the landlord aware of the situation. Longfoot claims he was ignored. A month ago faucets went dry. The water company had issued its final notice, shutting the service off.

Sewer bills had also piled up. That service, too, was shut off.

The lack of utilities at the several-unit apartment complex forced Ashley officials to condemn the place.

Longfoot is angry. He says he's being forced out because the landlords failed to pay the utility bills that he claims is their responsibility according to his lease agreement.

Tenants are responsible for paying their electric bill. That service remained on when the I-Team visited the property on Friday afternoon.

Tenants said the building was owned by John and Bob Stack. Neither man is from the area. John Stack said we had no business no pursuing the story and then hung up on the I-Team numerous times. Another phone call had John Stack issuing a litany of "no comments" after being told we wanted his side of the story.

A code enforcement officer did not immediately return a message for comment.
