SCRANTON, LACKAWANNA COUNTY - A Scranton man, who was arrested earlier this week after a four hour standoff, is in more trouble tonight.

Francis Pennell was arraigned Friday afternoon on robbery and theft charges for a carjacking last month.

Now, the victim is speaking out.

The carjacking happened in the parking lot of the South Scranton shopping center. Police say Pennell jumped into an elderly man's car, took his keys and wallet and then took off.

"I'm glad. I'm happy because I was wondering like, whatever happened to that guy," Nicholas Catalano said about the arrest.

Catalano won't soon forget what happened to him on May 18th. That was the day of the carjacking.

"I didn't know who the guy was. He just told me, give me your wallet, give me your money and he took the keys out of the ignition," Catalano said.

Besides his car, Catalano says Pennell only got away with $40, but he says the crime has taken its toll on him.

"Whenever I leave the house, I look up and down the porch to see if there's anybody on my porch. You know, because I'm a little leary," Catalano said.

Pennell is no stranger to the law this month. On Tuesday, he was charged with resisting arrest after a four-hour standoff at a home on Sanderson Avenue. He climbed up onto a roof with a gun.

Pennell is also accused of leading police on a chase May 21st right after the carjacking. That ended in Wayne County.

During all of this, Pennell has been out on parole after serving time in prison for burglary in Tioga County.

"With the economy and things, people will go to any lengths," Patty Wylam said. "It's desperate times and people do desperate things in desperate times."

Catalano was not seriously hurt in the carjacking.

Pennell remains locked-up in the Lackawanna County prison.
