(WILKES-BARRE, Luzerne County) -

Asleep on the job, that's how WBRE News found a city employee working in Wilkes-Barre. It all started with a few cell phone pictures e-mailed to WBRE News about a city worker, some say is sleeping on the job.

We approached the accused employee during his night shift at Park And Lock Central on South Main Street. It’s a place, where according to the city’s job description; Owen Moran is supposed to “patrol on foot and by car and escort Provincial Towers residents.”

These e-mailed photos appear to show Wilkes-Barre city parking attendant; Owen Moran sleeping on the job.

WBRE Viewer, "It's our taxpayer dollars that pay this guy. He's back there sleeping." They were taken by a WBRE viewer who claims he sees Moran asleep in the Park And Lock on South Main Street several times a week.

WBRE Viewer added, “Probably four five times a week you see it, yeah." A business owner also says his complaints to the city, about Moran have fallen on deaf ears.

It appears Moran was sound asleep when our cameras found him last week. Reporter Jill Konopka asks, “Hi Sir. Are you sleeping?"

At first, Moran, a nine year city employee denies sleeping inside this city owned vehicle.

Jill Konopka asked, "Oh you were listening to the radio? Oh ok, it looked like you were sleeping. Your head was bobbing up and down." Then, he (Owen Moran) changed his story.

Moran responded, “I was dozing, listening to the game. I had my eyes closed like this." The city pays Moran almost $26,000.00 a year, to enforce parking and according to him “act as a lookout.”

Moran told WBRE News, "The only thing I do here is watch the lot, where old people go to the High Rise Provincial Towers." The situation has those who park here during Moran's shift worried.

Eric Graff is from Mountain Top, "It's also the parking fees I normally pay everyday it goes to that guy’s salary. I expect, if he's here to watch, he should be watching, not watching the inside of his eyelids." It also raises a red flag for Staci Becker; an 18-year-old from Pittston. She and her friend just came from Movies 14.

Becker stated, "Scared and worried because anybody can be in the parking lot, anywhere behind cars.” At a meeting of City officials Tuesday night, no one was willing to speak with us about Moran.

But we have learned he has met with city leaders. After we delivered a copy of our footage to city officials they released the following statement:

“The City is taking the appropriate steps to address its concerns regarding Owen Moran's behavior last week. The city has also launched a personnel investigation into the matter and will take whatever action it deems necessary after the investigation is complete.

If any action is taken it will be in accordance with the agreement between the city and the union to which Moran belongs.”
