SCRANTON, LACKAWANNA COUNTY - Edna Burgette has turned herself in to Lackawanna County authorities. An arrest warrant was issued a few days ago in connection to the filthy living conditions where foreign exchange students were forced to live. Burgette will be arraigned in Carbondale.
