Final Phase of Scranton Flood Control Project Underway - Monday, August 3, 2009 at 6:11PM EST

SCRANTON, LACKAWANNA COUNTY - The third and final phase of a project to bring flood relief to Scranton is finally underway. For more than 15 years, work has been planned to make sure homes in the Green Ridge, Plot and Albright Avenue sections of the city are protected.

The Plot and Albright Avenue section flood walls have already been installed. Now, its time for Green Ridge.

Homeowners like John Brogan say its about time. He's lived through flood after flood.

"It will bring peace of mind," Brogan said.

Monday morning, Senator Bob Casey and Scranton mayor Chris Doherty toured all three phases of the project. They saw the completed walls and the work now underway.

"There's nothing like seeing it. Being able to actually touch the wall," Senator Casey said.

Because of the stimulus package, the final funding for the last phase of the $80 million project is now in place.

Mayor Doherty says its about time.

"We've had three flood and the Plot, they can rest a little bit easier, but now this middle section, we know we have the funding. We're gonna get it done and I'll tell you, it's a big relief to me," Mayor Doherty said.

A relief, that comes at a price. Because of the work, nine homes are actually being put in more danger of flooding. Officials plan to meet with homeowners in the next few weeks to discuss buyout or relocation plans.

"We're gonna sit down with these folks and explain them their options and allow them to voluntarily choose which option will make them whole," the project manager said.

Whatever the decision, homeowners like John Brogan are happy it'll soon make everyone happy.

"I pay $800 a year in flood insurance and when they get this done, I won't have to pay that," Brogan said.

The entire flood control project should be finished in January 2011.
