OLYPHANT, LACKAWANNA COUNTY- The Mayor of Olyphant Jayme Morano declared a State of Emergency Thursday after rising waters of Eddy's Creek overflowed.

Edgar and East Line Streets are closed. Many residents were forced to stay elsewhere.

Officials are blaming the heavy rains and a PennDOT/DEP project at the creek for the water spilling over.
