WILKES-BARRE -- Joseph Decker of Hughestown has the message "If you're in America and can't speak English get the (expletive) out", on the back of his truck. A truck that has been attracting a lot of attention.
Police gave Decker a citation for disorderly conduct for the message. A fine he plans to fight, and he has the American Civil Liberties Union on his side.

Decker says the citation is a violation of his free speech. Local officials disagree, citing that they have been contacted by parents whose children pass Decker's truck frequently on their way to school.
