WILKES-BARRE, LUZERNE COUNTY- 17 candidates are vying for two open judge seats. This comes as a black cloud of controversy hangs over this courthouse and the legal system. Voters say they are confused and overwhelmed by this campaign.

So many choices, so few seats. Their campaign signs are just about everywhere and the ballot is crowded. Director of Luzerne County Voter Services Len Piazza said, "Well the two seats that the county electorate are voting on today are seats based on two retirements - Judge Muroski's and second the retirement of former Judge Michael Conahan."

When the campaign started, there was a third seat, that of Judge Ann Lokuta. She was removed from the bench after a hearing by the judicial discipline board. "Originally the Secretary of State did certify three seats to us, that being held by Judge Lokuta, but that went back to state courts, and the Secretary of Commonwealth had to re-certify after the Supreme Court ruling to have the seat taken off the ballot."

We found voter turnout very low. Some tell us, the sheer number judicial candidates may have scared people away. Marilyn Matthews of Wilkes-Barre said, "I think maybe, there are too many choices. They just have apathy to the whole thing. I'm sorry to see that though."
