LA PLUME, LACKAWANNA COUNTY- Keystone College broke new ground Friday for a $2.2-million project. The Hibbard Campus Center will be getting a face lift. The project will include improvements to the student restaurant, a new roof and upgrades to make the building eco-friendly. State grant money and private donations are funding the upgrades to the 40-year-old building.
