WILKES-BARRE, LUZERNE COUNTY- Months of controversy surrounded former Luzerne County Manager Sam Guesto, who resigned last month. Now county leaders say they have the man who has the experience to turn things around, Doug Pape.

Pape says, “I'm just looking to getting started March 3rd on Monday, and really hitting the ball and hitting the ground running."

Pape leaves his position as Interim Director of County Transportation. He's worked there for the past year, and previously led the county's office of human services. As manager, Pape says he'll keep county departments within budget, get the reassessment plan off the shelf, and restore order. "We need to take a look at our policies, and our procedures, make sure that they're clear cut. And make sure that issues like the debit cards don't reoccur," says Pape.

Pape's appointment signals a new beginning after months of controversy. Commissioner Greg Skrepenak says "Right, wrong, or indifferent, the past is in the past and today we move forward."

Former manager Sam Guesto resigned last month. Under his watch, some county officials used county debit cards to rack up more than $41,000 in questionable expenses. The Secret Service is still investigating that issue. Pape hopes to move on, saying, "I think bottom line is i think the people are ready to move on and I think the public's ready to move on."

Pape also says the transportation department could be revamped, complete with possible personnel changes. But for now, he's settling in, and familiarizing himself with the people he'll be working with. Pape's new job will pay $72,000 a year. He was chosen out of a pool of 21 candidates. 7 were officially interviewed.

Former manager Sam Guesto was hired as the newly created Luzerne County Court Director earlier this month.
