WILKES-BARRE, LUZERNE COUNTY- The seat that was once held by now disgraced Judge Mark Ciavarella has been filled.

Joseph Cosgrove was sworn-in as judge Thursday. Cosgrove said his main goal is to restore trust in the Luzerne County court system. Cosgrove will serve on the bench for the next two years.
