SCRANTON, LACKAWANNA COUNTY- A Lackawanna County man will spend between 6 and 23 months in home confinement for inappropriately touching a 9-year-old girl.

Carlos Vega was sentenced Thursday, four years after admitting to the crime. Lawyers say the ruling took so long because of special circumstances.

Vega is deaf and mute and has a marginal IQ. In court today, Vega promised to get a job and to stay out of trouble.
