SCRANTON, LACKAWANNA COUNTY- Lackawanna County's controller has been ordered to vacate his office by Monday.

A panel of judges made the decision on John Mellow who has served as Lackawanna County's Controller for the past 8 years.

Mellow had threated to lock himself in his office to prevent his successor, Ken McDowell, from taking over.

Ken McDowell defeated mellow in the November general election.

Mellow contends that McDowell's position as head of the city's tax office prohibits him from serving as the controller for one full year.

McDowell is scheduled to be sworn into that office on Monday morning.
