WILKES-BARRE, LUZERNE COUNTY- Police have decided not to file criminal charges against Tammy Schultz after the near drowning of her 1 year old daughter in the bathtub last week. Police say while she was careless that morning at the family's Meyers Court home it didn't rise to the level of negligence and the case is considered closed. Officer Joe Mangan revived the baby before the child was rushed to the hospital. The baby recovered and has been released from the hospital.
