HARRISBURG- The state Supreme Court has ordered a new competency hearing for George Banks.

Banks was found guilty of killing 13 people in a shooting rampage. It happened in Luzerne County in 1982.

Former Judge Michael Conahan ruled Banks is mentally ill and should not be put to death. The state Supreme Court says Conahan didn't conduct a review of evidence.

Instead they say he took the conclusions of Banks' attorney.
