If you're a PPL customer and dreading the 30 percent rate hike next year, there is some good news. Another electricity provider is offering lower prices. Eyewitness news is committed to helping you make sense of the changing electricity market. Consumer reporter Jeff Chirico is in the newsroom with our continuing series, Power Surge.

The jump in your bill comes as rate caps come off January first. At that time, you'll be able to buy power from other companies. And that's creating confusion among some people.

Jerry from Pittston writes, "I just received a letter from Dominion promising I'll save ten percent on my electricity. Is this legitimate or should I toss it in the trash?

Here's a copy of what he's talking about. This is my letter. Most if not all PPL residential customers should have gotten the same thing. Jerry, this is legitimate. This electricity supplier is offering lower rates than what you'd pay otherwise. Before you sign up, you should know another supplier is offering an even lower rate.

Let's break it down.

If you stay with , beginning January first, you'll pay 10.5 cents per kilowatt hour.

If you switch to you can pay 9.49 cents per kilowatt hour . That's about a ten percent savings.

A third company, is offering rates as low as 8.99 cents per kilowatt hour for 3 months, then 9.49 cents for the remaining 9 months . But Direct Energy charges a 100 dollar penalty if you leave the contract before the year is up.

If you sign with another company, you should know PPL will continue to read your meter, send your bill and maintain electric lines. The Public Utility Commission recommends that customers switch utility providers to save money. Your savings could be as much as $140 a year. You just have to fill out the form and send it in.
