WILKES-BARRE, LUZERNE COUNTY- There was a protest Thursday evening over a plan by Wilkes-Barre City Council to make protesters get a permit.

It was held outside city hall before Thursday night's meeting. As the ordinance stands now Wilkes-Barre would require protesters to apply for a $2 permit along with meeting other requirements.

The ACLU along with several others say the plan violates the First Amendment. Frank Scavo of the Voice of the People spoke with us following the protest. "My wish is that the Wilkes-Barre City Council members stop dead in their tracks and go no further. It's not $7.95 a word. It's not $1,000 for police protection. It's free speech, 24/7. All the time - not time limits," he said.

The protesters took their concerns inside the meeting as well holding up signs. The issue was not on Thursday night's agenda. We'll keep you posted about any new developments.
