HARRISBURG -- The governor is looking to raise taxes to make ends meet. Governor Ed Rendell called a special session of the General Assembly.

The spending plan comes up short now that the federal government shot down a proposal to toll Interstate 80. Rendell proposed four different options to close the financial gap.

The governor is trying to avoid laying off state employees.
