Rendell Proposes Tuition Relief Act for Some Colleges - Wednesday, February 4, 2009 at 4:50PM EST

LEHMAN TOWNSHIP, LUZERNE COUNTY -- Governor Ed Rendell proposed the "Tuition Relief Act" along with the 2009-2010 budget.

Students at Penn State Wilkes-Barre were happy to hear many state school and community college students would be eligible for up to $7,600 in aid each year.

"A lot less student loans, which would really be awesome," said freshman Aaron Grisham. "And that money could go towards buying books and other things you need like a laptop."

But the devil is in the details -- students at Penn State University, the University of Pittsburgh, and Temple aren't eligible.

"We're all trying to educate the students of the state of PA and build a good quality education for all of them," said Chancellor Dr. Charles Davis.

Penn State's web site says nearly 31,000 of its students would qualify for the "Tuition Relief Act." But again, the University is not covered under the governor's proposed plan. Over four years, it could mean savings of up to $30,400 for some students.

"I don't think that's fair," said freshman Mistie Charney. "We're a state school, and I think everyone should be funded."

While some students at Penn State Wilkes-Barre say they feel left out, others say they wouldn't want the money if it comes from gambling revenue.

"I'm kind of against that because some people do have a serious problem with gambling," said sophomore James Joyce. "And that's kind of going to promote that."

Some lawmakers in Harrisburg gave the governor the same feedback. Rendell tried to explain that video poker is legal in casinos. But it's done illegally in bars and restaurants throughout the state, and even more taxes could be collected if it was legalized.

"At a time when families desperately need to reclaim their children's college education, I challenge anyone to come up with a better idea," said Rendell.

The students we spoke with say the only better idea is to include all state-related colleges.
