SPCA Offers Tips to Protect Pets After Dog Dies in Cold - Tuesday, January 20, 2009 at 5:12PM EST

Williamsport, Lycoming County-

Bitterly cold conditions are keeping SPCA officials in Lycoming County extra busy checking into complaints these days.

Video shot by an SPCA humane officer shows a mixed-breed retriever found dead out in the cold on Memorial Avenue over the weekend. The owner faces animal cruelty charges.

Officials hope the images will serve as a reminder to pet owners to be especially careful with their animals during these frigid winter months.

Some pets are at greater risk than others, such as older dogs, puppies, and short-haired breeds. And while some dogs are alright being outside, they still must be protected.

SPCA Executive Director Vickie Stryker explained, “They should be in a doghouse elevated a couple inches off the ground, and it should be insulated, it should have straw for body insulation.”

The house should be large enough for the dog to move around, but small enough to trap in body heat. It should also have a door flap to block harsh winds.

Stryker noted, “You need to make sure they have plenty of water, because it can freeze up, and lots of food, because they need the food to generate heat and energy.”

These warnings don’t just apply to dogs, but all pets, such as cats and larger animals like horses.

Owners who neglect their animals may have them taken away. They could also face fines and even jail time.

SPCA officials want pet owners to know that there is help available if they can’t care for their animals.

Stryker added, “As long as a dog is healthy enough for adoption, and not aggressive, we’ll find a home for it.”

The Lycoming County SPCA has received 17 complaints in the last week alone. They’ve already removed and treated three dogs found living in unsafe conditions.
