Scranton, Lackawanna County -

Neighbors, like Jeanne White, are stunned. She says, "You can't process it. It's like, what kind of human being, what would make somebody do something so brutal? You don't know what makes them tick."
Even with Rushing in custody other neighbors still worry. Chris Rupp, a neighbor, says "I just think it's happening more and more in areas where it's closer to home. You know what I mean? It scares me. I have three little kids. You never know what can happen now.
Judy Price knew victim Justin Berrios since he was young. Berrios was a student in the Scranton School District in 2006. She said, "He was a good kid. Going to school. Had a baby. Did everything good for his son. I mean he was a real good kid. It's a shame this happened."
With Rushing behind bars, police say their real investigative work can now get underway, getting into the 25 year old's head. They want to know why he was so brutal. Captain Carl Graziano, of the Scranton Police Department, says "I've been in law enforcement for seventeen years and this is probably one of the worst scenes I have seen."
