(WILKES-BARRE, Luzerne County) Wilkes-Barre police are trying to track down a man they say opened fire outside a city apartment building.

A lone shot rang out around 4 o'clock Thursday morning, fortunately nobody was hurt. A dog though, was struck and killed.

A swarm of flies and dried blood mark the spot behind an apartment building at 22 Terrace, where police say a dog was shot and killed early Thursday.

Tenants got the alarming wake up call. Leonard Piazza is one of them, "You could hear the animal yelping loudly, awful commotion outside."

You may recognize Leonard Piazza, “I reside here in what used to be a nice property." He's the county's Election Director.

"Allegedly someone heard this animal being given a command to kill in some way,"declared Piazza. Now he's also a concerned resident, after he says new owners took over the property last spring.

Piazza stated "It's terribly upsetting to see, never had issues, never had police, domestic disturbances or any drug related issues."

And issues including, Police now say a pair of black men returned to an apartment they were at earlier that night when an argument erupted over a cell phone. Officers say a man, only known as “Dante” or “Cookie” pulled out a gun and tried to fire two times.

A third shot then rang out and struck and killed a German Shepherd.

Sgt. Joe Novak works with the Wilkes-Barre Police Department, “Apparently they did try to assault the residents first. Two people live there, and two others had come back, only one person was involved in the shooting incident, the other happened to be there."

The Property is managed by Dunmore Exclusives L.L.C. The property owner says 15 to 20 security cameras and lighting will be installed.

Leonard Piazza replied, "Enough with the promises act, be a responsible property owner and do not be an absentee landlord, that's why we pay taxes."

The property owner has invited WBRE News back in four to five weeks for a follow up.

Meantime, local police need your help in tracking down that shooting suspect. He's described as a black male, in his teens or early 20's. He’s known only as “Dante” or “Cookie” and is about 5 feet 8 inches tall, weighing 160 pounds.

Anyone with any information should call Wilkes-Barre Police at (570) 826-8106
