STROUDSBURG, MONROE COUNTY - Misty Clark vividly remembers the day she lost her kids. Eleven year old Brenden and ten year old Kaya were about to get off of the school bus when an officer put their mother in handcuffs.

"Their faces just swelled up and they were teary with confusion. I told them I don't know what's going on but I will fix this," said Clark.

Children and Youth of Monroe County took the kids when Misty was arrested for theft. "Watching my children walk away with strangers I thought I hit the floor," she cried.

Officials believed Misty was involved in a bad business deal in Colorado. She blames her boyfriend. She explained, "The man who pressed the charges in Colorado went in to see the District Attorney and told the District Attorney that I had nothing to do with the business agreement, in fact I knew nothing of it."

Misty pleaded guilty to a misdemeanor and paid a fine but Children and Youth still would not allow a reunion. Mist can only visit her children once a week. It's tough on her and the kids.

Misty said, "I asked her, "Kayla what's the matter' and she said 'Mommy I want to come home' and that kills me inside."

A local advocacy group called Heads Held High has a plan to help people like Misty. It wants to bring an independent third party to oversee Children and Youth investigations.

"They're neither part of Children and Youth and they're not part of the court. They are appointed by the court but they are individuals who are not paid," said Bruce Baher of Heads Held High.

The individuals are called Court Appointed Special Advocates. Abut half of the counties in Pennsylvania have them. Now Heads Held High wants Monroe County to get involved with the program. Commissioners say they will consider it.

Children and Youth would not comment on the Clark case because of privacy issues. Commissioners have not set a timetable for reviewing the Court Appointed Special Advocate Program.
